ARTICLE IX - The Executive Board

Section 1.

There shall be an Executive Board of the PCLO composed of the elected officers and the President of each local church lay organization in the Conference.

Section 2.

The Executive Board shall meet at the time and place designated by the President.

Section 3.

The President of the PCLO shall preside over the meetings of the Executive Board and the Secretary of the Conference Lay Organization shall serve as Secretary of said Board.

Section 4.

The Executive Board shall have the authority to carry on the work of the Conference Lay organization during the interim of the regular meetings.

Section 5.

The Executive Board shall establish the rules and regulations by which it shall be governed. The Board shall have power over the supervision and direction of all affairs of the PCLO except that it shall not infringe upon any of the expressed constitutional provisions herein set forth and provided. Further, the  PCLO in its Annual-session may nullify, abrogate, or rescind any action of the Executive Board.

Section 6.

The Executive Board shall have authority to make recommendations as to the official conduct of any elected officer, provided however, than any suspension, expulsion, or removal from office shall be reserved to the Conference Lay organization.

Section 7.

The Executive Board shall determine the general policy and procedure and pass upon the Constitution and By-Laws of the local lay organization to determine its compliance with or conformity to the Constitution and By-Laws of the Conference Lay Organization.

Section 8.

The Executive Board shall have such other authority as may be necessary to carry out the general purpose and intent of the Constitution.

ARTICLE X - Meetings

Section 1.

The PCLO shall meet annually in regular sessions and the president/executive board may call an emergency or special meeting of the board when such a meeting is necessary.

Section 2.

The meeting of the PCLO shall be held at such time and place as the Conference President and/or the Executive Board shall determine. Timely notification of said meeting(s) shall go out to all elected officers and local presidents. Those officers and local presidents in attendance shall-constitute a quorum.

ARTICLE XI - Voting Privileges

Section 1.

Voting privileges in the PCLO shall be confined and restricted to persons as set out under Article IV.

Section 2.

All persons voting shall have duly authorized credentials in the form approved by the Conference Executive Board.

Section 3.

The majority vote shall prevail.

ARTICLE XII - Powers and Jurisdiction

Section 1.

The PCLO shall have full authority, power and supervision over all local lay organizations established under the provisions of this Constitution.
